Foreword from the Conference Chairs
The Web Conference (WWW 2018), held on April 23-27 2018 in Lyon, France, is the 27th of a series of yearly international conferences on the future directions of the Web. The series began in 1994 at CERN and is organized by the International World Wide Web Conferences Steering Committee (IW3C2). Each edition of the conference is a world premier forum for presenting and debating the evolutions of the Web and their impact on society. The conference brings together researchers, developers, industries, users and commercial ventures — indeed all those who are passionate about the Web and what it has to offer now and in the future.
Change of name
Starting with the 2018 edition, the conference series previously known as World Wide Web Conference (WWW) has been rebranded as The Web Conference. The IW3C2 took this decision to allow a better visibility of this event, especially on social networks. Previously, and with the change of hashtag every year, the communication underwent ruptures. The new single and unambiguous hashtag #TheWebConf will now persist for all future editions together with a graphic identity that will be declined for each annual edition.
Bridging natural and artificial intelligence worldwide
This year’s moto emphasizes the role the Web is playing in linking a huge variety of information and knowledge world-wide, making it available to people and machines alike. By linking all kinds of resources, the Web is helping us connect very different kinds of intelligence – including artificial intelligence and humans – to form hybrid societies. As can be seen from the program of the conference, this aspect of the Web is covered in many tracks as well as panels and keynotes.
A very good year
To prepare the 2018 edition we relied on around 100 chairs, to organize 11 research tracks totalling 171 papers, and 15 alternate tracks totalling 251 accepted contributions, including 27 workshops, 19 tutorials, 61 posters and 30 demonstrations. We also host two collocated events.

This conference is the result of the support and dedicated efforts of many individuals and institutions. We would especially like to thank the chairs, reviewers, authors, speakers, and panelists for providing and shaping the excellent technical program of the conference.

Foreword from the Research Program Chairs
It is our great pleasure to welcome you to The Web Conference 2018, which corresponds to the 27th International World Wide Web (WWW2018) Conference. For more than two decades, WWW has been the premier venue for researchers, practitioners and students to come together and discuss the latest research and developments related to the Web.
The technical program of this year edition to the conference consists of 11 tracks for refereed research papers, as well as a refereed poster track, an industry track, a demonstration track, and several other co-located tracks and special events. As in previous years, updates and changes were made to ensure that track topics correctly reflect the key research areas of interest to the WWW community.
The main technical program of this edition consists of 11 research tracks:

- Intelligent and Autonomous systems on the Web
- Security and Privacy on the Web
- Social Network Analysis and Graph Algorithms for the Web
- User Modeling, Interaction and Experience on the Web
- Web and Society
- Web Content Analysis, Semantics and Knowledge
- Web Economics, Monetization, and Online Markets
- Web of Things, Mobile and Ubiquitous Computing
- Web Search and Mining
The research tracks attracted submissions from 67 countries all over the world. Submissions
were rigorously reviewed, with each paper receiving at least three reviews and a meta-review,
with many papers receiving four or more reviews, totaling to 4651 reviews. During the
discussion phase, PC members, senior PC members and track chairs discussed the reviews in
detail. For consistency across tracks, final decisions on papers were made at the face-to-face PC
meeting of all track chairs and the PC chairs.
Of the 1155 paper submitted to the research tracks,
170 were accepted, leading to the acceptance rate of just below 15%. Additionally, 21 papers
were selected for the Industry track, chaired by Freddy Lecue (Accenture) and Natasha Noy
(Google).
Putting together the research program was a team effort, and we want to thank all those involved, particularly the track chairs, Senior Program Committee members, and the individual PC members and additional reviewers. The conference would not be possible without their efforts.

Abstract:
Cognitive services and conversational digital assistants are emerg- ing as the engine that powers natural interactions between humans, software services, devices and “things” – supported by advances in AI and human computations. Not surprisingly, many large and small tech companies are rushing to occupy this space by providing platforms for building cognitive services and conversational bots. Digital assistants interact in a natural way (through text or voice) with both software and humans to get information and perform actions, from checking the weather to booking a restaurants and a cab ride, managing cloud resources, answering simple scientific questions, and preparing a decaf latte using IoT enabled coffee machines. User requests or tasks are often expressed in natural language, an interaction ensues to clarify the intent and the details, and the answer is sought – or the appropriate service or device is invoked – based on the cognitive service understanding.While the potential of this new wave of services is exciting, it also brings significant challenges: we are far away from the comfort of developing deterministic software that responds to API calls by invoking other APIs. Now we have to understand, guess, explore options, take decisions based on probabilistic models over a large set of possible intents and services, all while engaging with users. Doing so brings a large set of engineering challenges related to the development, training, tuning and evolution of such services. This panel will discuss such challenges and identify interesting opportunities for research as well as promising trends.

The Web content has been going through major changes, triggered by multiple factors including changes in user demographic and authoring behaviour, a shift in device types that access the Web, and changes in common use cases of the Web. More specifically, the number of mobile internet users has surpassed the desktop users according to different statistics; a considerable portion of Web use cases are in the form of social interactions rather than information seeking; and the authoring behaviour has transformed from compiling a page and linking resources to sharing content with like-minded followers and leaving likes and comments on posts. Those changes have influenced and are expected to shape the way the content is organized, searched, ranked and analyzed. This panel will bring together researchers who have been working in different established areas related to Web search and mining, Web content and social network analysis, and semantics and knowledge harvesting and management. The panel will draw from the experience of panellists, dealing with changes in their respective fields. In the first (role-playing) round, each panellist will strongly take a side on where the changes are heading, arguing that one form of content will dominate in near future.
